Contract Administration: A Resident Engineer's View

Abstract

Professional liability related to field work is a major concern of the consulting profession. Field personnel should review the plans and specification in the pre-construction period and systemize the plans. Revisions are a major source of error and must be thoroughly reviewed and documented. Extensive documentation consisting of field reports, project reports, memoranda, and letters must be kept. The resident must be aware of all phases of the contractor's operations, the projected work schedule and the capability of his own staff. Client involvement before, during, and after construction in relation to cost changes is necessary. The paper points out procedures that should be utilized in order to limit exposure to liability to the client and to the consultant.
