Planning of Utilities for Power Plant Construction

Abstract
Because of lead time restrictions or contractual divisions of responsibilities between construction and engineering organizations, it is often impossible to adapt temporary site utilities to future, permanent use or to make early use of permanent site utilities in the construction phase. Regarding one nuclear power plant, the architect-engineer had sufficient lead time to engineer both permanent and construction utility systems to serve both the construction and operation of the plant. Some of the systems affected in this effort have been the following: the sanitary sewer, sewage treatment, domestic water, fire water, electrical power and communications, storm sewer, and compressed air. Elements of these systems where duplication has been avoided are described. A comparison of material quantities to quantities which potentially could have been used is presented. Using this integrated approach to utilities can lead to considerable savings in labor, materials and scheduling.
