Labor Relations Considerations on PCM Projects

Abstract
Implementation of effective labor relations programs is essential for successful professional construction management (PCM) projects. This paper indentifies elements of such programs and proposes responsibility assignment. Implementation tasks and actions to intergrate the contractor programs are also examined. To provide a background of relevant construction industry characteristics, an overview of industry scope and organization is presented. The writers then define specific objectives for labor relations programs on PCM projects. Tasks and methods of implementation, including both the initial project program and those of each specific contractor, are examined. The paper also includes suggestions for avoiding common problem areas by anticipation and early resolution. To further highlight the unique requirements of labor relations programs on PCM projects, essential differences from other forms of organization are reviewed.
