Pitfalls of GSA-CMCS Software

Abstract

General Service Administration had implemented a phase construction management approach for new Federal construction. Phase construction involves the overlapping of design and construction activities in a carefully planned, executed, and controlled order. In response to the above change, GSA adopted a modified IBM-CPM package. The system itself is made up of modules or groups of reports that are structured by type of information and by management level. As a result of information at two universities, pitfalls of this GSA-CMCS are presented. At the present time, the construction industry is in need of a good CPM-project management and control system accessible to all contractors and educators at a low cost—GSA-CMCS does not fulfill this general requirement at the present stage.
