How Contractors Organize Their Cost Estimating and Control: Progress Report of the Subcommittee on Organization of Estimating Department, Committee on Estimating and Cost Control

Abstract

A study was conducted using 59 contractors, representing a cross section of the industry, that reports on how to relate estimating to other company functions; how to recruit and train estimators; what promotion routes to use; what types of estimating and related functions to assign to the estimating department; the economics of estimating; and ways to improve estimating and reduce cost. Certain areas of opinion show that most companies agree on the basic principles of how estimating functions in its relationship to other company departments, how to recruit, train, and promote estimators, and how the economics of estimating challenge the industry.
