Minority Entrepreneurship—The ASCE Position

The ASCE Position on Minority Entrepreneurship advocates a three-tier system of contract set-asides, based on today's available minority enterprise capacity. It provides for significant increases in this capacity for each of the next ten years, with its aim to reach parity by 1988. The Policy calls for set-asides to be eliminated when this significant entrepreneural capacity is reached. The ASCE Position is an expansion of the ASCE Policies of the last ten years in helping in the development of minority engineering students and engineers. The Policy stems from our Country's long history of helping private enterprise develop and prosper. The Policy Statement and its Rationale were developed by a representative and dedicated Committee, and approved through the Policy Approval Process of the Society. ASCE is expending effort and financial resources to espouse the adoption of the system of set-asides and the development of minority enterprise in engineering and contracting. The Policy is having an impact on the mandates of government agencies.
