Abstract
A general discussion of comments received from individuals, public interest and industry groups, municipal, state, and Federal agencies on progress, goals and problems of Federal water pollution control legislation. Briefly summarizes several thousand comments and meetings. Concludes that public supports national clean-up program, is concerned with costs and distribution of costs, seeks more effective administration, and that engineers have a vital role in meeting public desires.
