Abstract

If tomorrow's PE is to become the public's advocate and help to generate criteria for solving society's problems whenever his expertise peermits, he will need to be far better educated technically and culturally and better motivated than his predecessors. If he accepts the challenge, he may be able to reverse the drift toward collectivised society by solving society's technical problems at local levels free of bureaucratic control. He may create professional ombudsmen to help. Such service in the public's behalf will call for professional behavior expert and ethical enough to enlist the public's complete trust. Exercise of such leadership will also call for a powerful base supported by a unified profession. If tomorrow's PE elects to prepare himself for this lifelong responsibility of leadership, and to unify his profession and enhance its ethics, he may be able to generate greater freedom and comforts in a new environment for his fellow men.
