Abstract
This paper summarizes the results of the first year of study on Phase I - Experimental Definition Planning Project,sponsored by the National Science Foundation (NSF)-Experimental R&D Incentives (RDI) Program, of a long-range program on the simulation of technological innovation in civil engineering and the Construction Industry. The study was sponsored by the NSF and ASCE and conducted by the ASCE research incentives program from June 1973–June 1974. The purpose of the construction industry R&D incentives program as proposed is to see how and if cost-sharing by the Federal government for cooperative research, can be an incentive to greatly increase non-Federal (public and private) support of research and innovation. The program is part of a series of programs sponsored by the experimental R&D incentives program of NSF to identify new Federal policy that would stimulate innovation.
