The Engineer and Minority Community in Symbiosis

Abstract

Papers from two Highway Research Board Conferences in 1973 are cited to illustrate new styles in planning for engineering projects. Citizen participation is viewed as the key to public support. Minority communities have developed power to stop unwanted projects. Lacking sophisticated technical information, they have not yet developed the power to push viable alternatives. Informed participation is needed. A recent ASCE paper proposed public service committees within ASCE to offer technical help to minority group leaders. The need is discussed in terms of specific local development issues in the San Francisco region. The idea of public service committees is supported, with some thoughts on alternative forms. The service is only useful if the engineering advice is carefully developed by conscientious professionals. A field of activity exists for starry-eyed and hard-headed engineers.
