Abstract

The solutions of today's and tomorrow's urban transportation problems are rooted in the political, economic, and social reality of each metropolitan area. The challenge is neither to build freeways, or rail rapid transit, or both, nor to build busways, or pedestrianways, or both. It is to provide the proper mix of highway and public transport services to improve arterial streets, to modernize traffic controls, to keep the existing bus system operating at reasonable fares, and to expand this system to meet changing social and community needs.
