The Engineer and the New Environment

Abstract
A review of environmental legislation in Congress is given. Environmental, financial, organizational, and technical dimensions of the emerging legislation are considered, such as development of comprehensive water and land resources waste management plans; establishment and implementation of effluent limitations; program permitting discharges into navigable waters; massive attack on pollution from oil, hazardous substances, and vessels; user charges for waste treatment services to assure sharing of costs; and uniformity of effort in cleaning up wastes on an international scale. The civil engineering profession faces a challenge of a magnitude which has never before been faced by the profession.
