What's the Deal?-Government Negotiates Engineering Service

Abstract
With a volume of $1.25 billion per year on Federal engineering services it is important to consider professional negotiations in the careful selection of the best qualified firm. Proper professional conduct is of the utmost importance, being checked by the professional societies. A committee on Federal Procurement of A-E Services has been created by the professional societies. The policy emulated by COFPAES states, in the interest of the public and the taxpayer, an Architect or Engineer should not submit a price proposal nor enter into competitive price negotiation for any services prior to final selection as being best qualified for the particular project. Examples are given in the paper.
