Abstract
Public agencies must provide comprehensive programs of fringe benefits, professional development advancement to insure optimization in performing its public engineering practice. Because engineering projects are growing in scope and magnitude, the agency must rely upon its engineering staff and its technical competency to assure continued quality work. Broad general considerations are discussed such as working conditions, salary requirements, fringe benefits, technical development, promotional policies and professional development. Items such as attitude towards engineering ethics, professionalism, working conditions and employee development are just as important as adequate salary in the employment and retention of the engineer. A checklist of 82 items is included. This will allow the user to make a self evaluation of existing policies and use the results as a guideline to determine the need for improvement.
