Abstract
All nuclear power plants in the United States must be designed to withstand a Safe Shutdown Earthquake (SSE) as well as an Operating Basis Earthquake (OBE). The SSE is the largest vibratory ground motion that could affect the plant; the operator must be able to shut the plant down safely following such an event, even if some components of the plant are damaged.
