Collaborative Procurement and Risk Management of Soft Ground Tunnels for the Integrated Pipeline Project in Texas

ABSTRACT
The Tarrant Regional Water District (TRWD) and the City of Dallas Water Utilities (DWU) are in process of developing a 350 MGD water transmission system known as the Integrated Pipeline Project (IPL). Considering various project conditions, a set of particularly risky tunnels was combined into the PL19TUN project—a component project of the overall IPL. To mitigate against these risks, the Owner’s Project Team (OPT) developed a unique procurement strategy consisting of prequalification, collaborative workshops, and a competitive sealed proposal (CSP) process which resulted in a refined project scope and the selection by best value ranking of a qualified contractor to construct the project. This paper will discuss project conditions, constructability reviews, the collaborative CSP procurement, and risk management for this interesting project.
