Analyzing the Implementation of the Policy of Online Car-Hailing Based on a Structural Equation Model

The development of online car-hailing is rapid but controversial. This paper establishes a structural equation model (SEM) to analyze the implementation of domestic online car-hailing policy. First, the influence indices of online car-hailing were determined based on interim measures for the administration of online taxi booking business operations and services. On this basis, a questionnaire is designed according to revealed preference (RP) and stated preference (SP) theory. Next, a SEM is established to reveal the policy’s positive or negative effect on the perception and evaluation of drivers and passengers. The results show that the evaluation on restricting household registration was low, and the policy had a positive effect on the driver’s income. However, it led to an increase in online car-hailing cost. What’s more, the security of online car-hailing was the greatest concern of the passengers. Results can help traffic departments to improve the policy formulation.
