Ship Selection Using Dynamic Weight SIR under Uncertainty

Abstract
Evaluation and selection of the most suitable reference ship from a group of candidates remains a challenging task, especially when the ship selection issue is based on uncertain evaluation information. To solve these issues, with a view of short-board attributes in decision making, a new dynamic-weight superiority and inferiority ranking under uncertainty (DWUSIR) was developed in this paper, based on the concept of degrees of belief and dynamic weight theory. The results show this method can support multiple-criteria ship selection issues when both qualitative and quantitative information with or without uncertainties are accounted for. The outcomes generated by this method rank the candidates and indications of their strengths and weaknesses in the format of performance distributions over different assessment grades presented by linguistics terms and/or a certain number. This is vital in helping decision makers make an informed selection and be aware of any risk implication associated with the selection.
