Urban Road Access Design Method Based on the Capacity Reliability Theory

Abstract
In China, accesses are always randomly set and can even be at the bottleneck of an urban road. To analyze the impacting mechanism of upstream access to the adjacent signalized intersection, a new intersection capacity model is established, which considers green time loss occupied by access traffic. Then, the occupation time of different types of access traffic are respectively regressed by measured data. Another case study shows that the new model is more close to the measured data than HCM method for the signalized intersection with an upstream access. Combined the new model with the capacity reliability theory, explore the access design method for the distance and organization mode design. The curve reflecting the relation between traffic volume, distance, organization mode and capacity reliability can be used as access design reference. Paper results supplement access management theory to a certain degree. However, more work should be done to reduce or demonstrate assumptions before application.
