Water/Wastewater Perspectives on Chlorine Security

Abstract
Use of chlorine-augmented explosives in Iraq greatly heightened concern in the United States over the issue of chlorine security. Generally, water utilities (and most wastewater utilities) reviewed the chlorine risks as part of the Vulnerability Assessments that were conducted in 2002 and 2003 following guidelines issued by the Environmental Protection Agency. However, these assessments largely considered the vulnerabilities posed by the chemical while in the utility's control. A much greater risk is posed while the chemical is in transit to the utility, largely because it can more readily be diverted to a targeted population center. The water and wastewater industry can substantially mitigate this risk by adopting two recommended measures that are of low cost and do not require regulatory oversight for implementation. These measures are discussed at the end of this article.
