Abstract
The power industry has long used heat rate as a measurement of generating efficiency but there are no common metrics for water use. Two metrics pertaining to water use at steam electric plants are introduced: the Water:Electricity Ratio (WER) and the Overall Water Efficiency (OWE) factor. These values can form the basis for optimizing plant water systems. Alternative cooling technologies available to steam electric power plants are reviewed and the air cooled condenser option is examined and compared to water based technologies. Zero liquid discharge technology is explored and case studies of zero discharge system optimization are provided.
