The West Kowloon Cultural District Automated People Mover

Abstract
The Government of the Hong Kong Special Administrative Region (HKSAR) has planned the West Kowloon Cultural District (WKCD) on reclaimed land in West Kowloon. The HKSAR Master Plan included an internal (to the WKCD) Automated People Mover (APM) and an extension into Kowloon Park that is relatively small in size and capacity and appears to be primarily a ride attraction. The Henderson Land Development (HLD) Company, Ltd. submitted a detailed proposal for the WKCD in June 2004 and is now one of three finalists vying to be selected by the Government to develop this land. Lea+Elliott, working with HLD, analyzed the requirements for the APM and developed a plan that uses the APM as a significant transit system. It will provide service within the development and to two nearby rail transit stations. This paper describes the system and the iterative process used to plan it in conjunction with the planning of the overall development.
