Abstract
The Environment Impact Assessment (EIA) of water conservancy projects in China has developed rapidly in latest 20 years. And a good environment protection network has formed. However, according to relative laws and regulations, at present stage, only project EIA is studied. There is lack of laws and regulations on the EIA of river basin, river systems or indirect influence on water environment systems. As economical condition is improved and the environmental idea of all over the country is strengthened, the content and the method of Environment Impact Assessment are innovating gradually. There also exist demands to study a strategy EIA of ware conservancy. Therefore, the development of corresponding theories and technological methods are very necessary. Owing to the importance of water in human being life and production, the Strategic Environment Impact Assessment of water projects should be studied seriously.
