Life-Cycle Performance of Civil Structure and Infrastructure Systems: Survey

Publication: Journal of Structural Engineering
Volume 144, Issue 1

Abstract

Structural engineering is undergoing a profound change toward a life-cycle-oriented design philosophy. An effort is ongoing within SEI/ASCE to promote the transition toward this new design paradigm by using life-cycle cost analysis in conjunction with the Grand Challenge of reducing life-cycle costs of civil infrastructure projects by 50% by 2025. A Special Project approved by the SEI Technical Activities Division Executive Committee is part of this effort and includes a survey on the life-cycle performance of civil structure and infrastructure systems. The main results of the survey are presented by addressing life-cycle concepts and methods, deterioration and damage evaluation, life-cycle performance indicators, inspection and maintenance procedures, life-cycle cost analysis, and implementation in design practice. These results are expected to complement information on the state-of-research and -practice, promote a better understanding of life-cycle concepts in the structural engineering community, and foster methodologies and tools to incorporate life-cycle concepts into structural design codes and standards.

Acknowledgments

The survey presented in this paper has been conducted on behalf of the SEI/ASCE Technical Council on Life-Cycle Performance, Safety, Reliability and Risk of Structural Systems, Task Group 1 on Life-Cycle Performance of Structural Systems under Uncertainty, as part of a SEI-funded Special Project approved by the SEI Technical Activities Division Executive Committee. The funding institution is gratefully acknowledged, with special thanks to Robert Nickerson, SEI Board of Governors and SEI TAD Executive Committee Contact of the Technical Council. The results of the survey have been presented at the International Workshop on Civil Structure and Infrastructure Systems organized and chaired by the authors of this paper and held at the ASCE Headquarters in Reston on November 10, 2015. Representatives from North America (Alfredo Ang, USA; Paolo Bocchini, USA; Bruce Ellingwood, USA; Dan Frangopol, USA; Michel Ghosn, USA; Emad Iskander, USA; Zoubir Lounis, Canada; Adam Matteo, USA; Ehsan Minaie, USA; Terry Neimeyer, USA; Kostas Papakonstantinou, USA; Pariya Pourazarm, USA; Arturo Rodriguez Tsouroukdissian, USA; Samantha Sabatino, USA; Mark Sarkisian, USA; Behrouz Shafei, USA; Sarbjeet Singh, USA; Iris Tien, USA; Lucia Tirca, Canada; George Tsiatas, USA; Naiyu Wang, USA; Arnold Yuan, Canada; Wei Zhang, USA; Robert Zobel, USA), South America (Sofia Diniz, Brazil; Mauricio Sánchez-Silva, Colombia), Asia (Mitsuyoshi Akiyama, Japan), and Europe (Fabio Biondini, Italy; Ian Smith, Switzerland; Andrea Titi, Italy) attended the workshop. The authors wish to gratefully acknowledge the dedicated work and contributions of Andrea Titi of Politecnico di Milano to both the development of the survey and organization of the workshop. Special thanks are owed to Susan Reid of SEI/ASCE for the important and professional support in the organization of the workshop. The information available from previous surveys conducted by ASCE is also gratefully acknowledged, particularly the ASCE survey on Utilization of Life-Cycle Cost Analysis and Performance Based Design, organized by Dan M. Frangopol, Mohamed Soliman, and Samantha Sabatino, Lehigh University, and the SEI/ASCE TC TG2 TG3 survey on Implementation of Risk-Based Methods for the Design of Structure and Infrastructure Systems, organized by Michel Ghosn, City College of New York; Ming Liu, U.S. Department of the Navy; and Bruce R. Ellingwood, Colorado State University.
