Integration Model of Fuzzy AHP and Life-Cycle Cost Analysis for Evaluating Highway Infrastructure Investments

Abstract

Given that decision making for highway infrastructure development is highly complex, it is highly desirable to access expertise and tools, such as information about the environmental and social cost components of highway investments, that can aid in evaluating the investment options. This research aims to develop an integration model to leverage the fuzzy analytical hierarchy process (fuzzy AHP) and life-cycle cost analysis (LCCA) in evaluating highway infrastructure investments. The proposed model assesses the qualitative and quantitative factors of cost components. A case study in Western Australia was adopted to apply and illustrate the proposed model. By closely monitoring the implementation of the sustainability measure together with engineering economics, this research contributes to the systematic and informative assessment approaches to highway infrastructure investments. The case study has also demonstrated a quantified and objective decision-making process for financial viability and sustainability delivery.
