Optimal Inspection Strategies for Labor Inspection in the Construction Industry

Abstract
In many countries, labor inspection services are not able to carry out their roles and functions. Personnel qualified to perform labor inspection in the construction industry is lacking. In response to this problem, a labor inspectorate must build its strategies and deploy its resources in the most effective manner. In this study, a method for developing inspection strategies for the construction industry is presented. The current study analyzed 882 cases of major occupational accidents in the construction industry during the 1999–2011 period. All reports were extracted from accident reports of the Northern Region Inspection Office of the Taiwan Council of Labor Affairs. Accident cases were initially examined to identify the significant month-associated factors. The optimal deployment of labor inspectors in various regions for the individual months of the year was subsequently determined. Finally, two measurements were introduced to identify the types of specialized inspection projects and their appropriate deployment times. The analysis of the case in this study reveals that the proposed method can establish effective labor inspection strategies more efficiently.
