The contents of this paper are an expansion of a keynote paper originally presented at the Third International Conference on Water Resources and Environment Research (ICWRER 2002) which was held in Dresden from July 22nd to 25th, 2002. The authors would like to express their sincere appreciation to Professor Gerd H. Schmitz and his colleagues at the Dresden University of Technology, as well as other colleagues including G.A. Schultz and A. Schumann, for the outstanding job they did in graciously hosting the highly successful conference, which is actually the fourth in a series of conferences previously held at the University of Waterloo, Canada (1993), Kyoto University, Japan (1996), and the Brisbane Convention and Exhibition Centre, Australia (1999). The first conference was dedicated to the memory and honor of Professor T.E. Unny, who is respected internationally for his pioneering research in stochastic and statistical methods in hydrology and environmental engineering.
