Affordable Housing in Latin America: Improved Role of the Academic Sector in the Case of Colombia
Publication: Journal of Construction Engineering and Management
Volume 133, Issue 9
Abstract
Housing deficit, which can be defined as the shortage of housing units, is a major problem in developing nations. In Latin American countries it affects a large proportion of the population. A number of factors hinder the ability of Colombia and other countries to overcome the challenge of providing housing units. These factors include the lack of adequate resources, a shortage of urban land, and financing risks. In Latin America the “academic sector” must go beyond its traditional role and become a facilitator for improvements in the housing production chain. It must be an innovator proposing better construction alternatives. The utilization of recycled polymers offers a housing solution with expected impact on waste reduction and on competitive housing materials.

Acknowledgments
The writers gratefully acknowledge the support provided by the Department of Civil and Environmental Engineering of the Universidad de los Andes in Bogotá, Colombia, without which the research presented in this paper would not be possible. Additional funding provided by UN-Habitat is assisting one of the writers to develop a more complete understanding of the challenges faced to reduce the housing deficit. That support is gratefully acknowledged. The writers would also like to express their thanks to Professor A. Sarria, Professor J. F. Correal, and Professor J. Medina of the Universidad de los Andes, for their valuable technical guidance in structural design and polymer behavior. The comments provided by anonymous reviewers improved the quality of this paper and are appreciated.
