The construction and maintenance of structures subject to subzero (<0°C) temperatures and in cold regions such as in the Arctic poses a variety of problems related to degradation of mechanical properties of exposed materials, difficulties associated with repair, and the need to minimize environmental impact due to construction. The use of composites in cold regions environments and for the purposes of infrastructure rehabilitation presents an enormous opportunity. In addition to the high strength‐to‐weight and stiffness‐to‐weight ratios, composites are attractive for these applications due to their light weight (and hence easy assembly) and resistance to the environment. In this paper we investigate the effect of three different composite jackets subjected to both ambient (73°F) and −17.8°C (0°F) environments on the strengthening efficiency of concrete stub elements. It is seen that for both glass‐ and carbon‐fiber‐reinforced composite wraps, compressive strength and rigidity increase with decrease in temperature. Differences in failure mode of the entire structural element (composite wrapped column) are noted.

It is necessary to separate fact from fiction and help the general public understand what is happening to the environment, who is causing it, and what they can do to help. Alarmists who misuse science to promote fear, trying to stop all development, or spend money foolishly to clean up something that isn't that big a problem must be countered. If the world is to come to an end it will be mother nature, not humankind, that causes it.

The analysis and design of buried chilled pipelines in frost heaving soils warrants a study of the complex pipe‐soil interaction. Stress gradients are generated at the interface between frozen and unfrozen ground because of differential heave, produced as the chilled pipe crosses from the unfrozen, heave‐susceptible terrain to the frozen, nonheaving one, resulting in the generation of uplift forces acting on the pipe portion buried in the frozen ground. The present paper characterizes the load‐resistance response of the uplift‐resistant side of the pipe section as it is pulled upward at a constant displacement rate through the frozen ground. Crack patterns in the frozen soil around the pipe section were observed in uplift tests. In view of this, a theoretical assessment of tension‐fractured and compression‐crushed zones, developed in the vicinity of the pipe, producing a reduced peak uplift resistance is discussed.
