Abstract
An extensive but decaying system of levees protects key urban areas in California’s Central Valley and keeps drinking water safe for 20 million people who rely on the watershed formed by the delta of the Sacramento and San Joaquin rivers. But some experts wonder if the levees are leaving these regions vulnerable to a disaster far greater than the one inflicted on New Orleans by Hurricane Katrina.
